Dialogue remains in place during pandemic: ICRC

According to its mandate, the ICRC monitors treatment and conditions of people detained concerning the Nagorno-Karabagh conflict and helps to ensure that they can maintain contact with the families.

The ICRC also maintains a close dialogue with those in charge of the detention, on health conditions, and provision of healthcare to the detainees. Dialogue remains in place during the current pandemic, and also covers strengthening of COVID-19 preventing and detection measures. The content of the talk is confidential, and information on the (health) conditions of the people concerned is shared exclusively with their families.

The monitoring through visits is adapted to the current concerns linked to the COVID-19 outbreak, and the activities of the ICRC towards these detainees are primarily guided by the do no harm principle. The ICRC takes into consideration the restrictions that are being implemented by the different authorities.
