The Committee of Ministers of the Council of Europe will hold a quarterly human rights meeting in Strasbourg on September 19-21 to monitor the implementation of the decisions of the European Court of Human Rights (ECtHR).

The court decisions on the agenda of the Committee of Ministers include decisions related to Albania, Azerbaijan, Belgium, Bulgaria, Great Britain, Armenia, Croatia, Ireland, Italy, Lithuania, Hungary, Moldova, Poland, Portugal, Romania, Russia, Serbia, Turkey, Ukraine and Greece.

The decisions pending discussion regarding Azerbaijan are the Court decisions on the cases of “Mammadli group”, “Khadija Ismayilova group”, “Mahmudov and Agazade group”, as well as the “Sargsyan v. Azerbaijan” case.

The “Mammadli group” cases, which will be discussed next time by the Committee of Ministers, are related to the harassment and arrests of civil society activists, journalists and human rights defenders in Azerbaijan in 2013-2016. In these cases, the European Court found that the government abused criminal laws to punish and silence its critics, thereby violating Article 18 of the European Convention on Human Rights. This group includes the works of Anar Mammadli, Intigam Aliyev, Khadija Ismayilova, Giyas Ibrahimov and Bayram Mammadov, Arif and Leyla Yunus.
