“The police told you to go and ‘see’ the deputy chief so that he would not spread the disgraceful images in his hands.”

Mysterious death in Shamkir – the family of the deceased blames the police

“Arzu was in intensive care, no one expected him to die. The police did not expect it. A police officer named Etibar told my relatives at the hospital that this (Arzu) would come out of here, so don’t worry, the main thing is that you go and see Bayram (the deputy chief of police) so that the shameful images do not spread.

On May 7, Shamkir resident Arzu Jabbarov died at the district’s central hospital. He was taken to hospital by police with cuts on his arm. On the way to the hospital, he sent a voice message to his close relatives – “I was cut, my arm was cut, they took me to the hospital, deliver me quickly.” An hour after the rumor was spread on social media by relatives, the Interior Ministry reported that Arzu Jabbarov had broken a glass and cut his arm while arguing with an acquaintance at his home. However, Jabbarov’s family and close relatives say he was blackmailed by police and see police as the cause of his death.

Recently, Arzu Jabbarov’s wife, Zamina Ahmadova, told Meydan TV that she wanted to talk about the details of what happened.

Arzu Jabbarov, 54, has been doing business in Shamkir since 2005. Its building materials were shops and fruit and vegetable farms.

Ms. Zamina says that in fact, Arzu Jabbarov’s problems with the police have not been a recent issue. He says that for a long time the entrepreneur was being followed by the police and faced obstacles:

“For several years, Arzu was slandered by a police officer named Bayram. At that time, Bayram was the head of PPX, if I’m not mistaken. He organized a group of police officers of the department, harassed, blackmailed and extorted money from entrepreneurs in the area. Entrepreneurs were forced to pay to avoid embarrassment. That holiday did not leave my wife, she was pushing me. He often stopped and checked his car, etc. At that time, Arzu was upset and wrote a complaint to the President, the Prosecutor General, and the Minister of Internal Affairs. After that, Bayram was removed from the department and sent to an area in the district called Kemer. Arzu was also told that he was gone, do not continue their complaints. After a while, we heard that Bayram returned to the district as a deputy chief of police. He also threatened to come again, you will not be able to live in this area. “

Ms. Zamina says she has personally witnessed her husband being harassed by the police:

“You could see that the family was following our car with the Bayram group wherever we went, deliberately creating accidents. He chased Arzu all day, often stopped and checked Arzu to see if he was drunk, a prostitute, or a traffic offender. It was all to distract Arzu. Arzu said that this person did not allow me to breathe freely in his native district, I complained about it, they brought him and appointed him deputy chief, and it became even more depraved.

Ms. Zamina says that on May 7, at noon, Arzu came home from work, received a phone call when she was at home, and spoke nervously on the phone. He left the house after 4 o’clock. After 6 o’clock, his brother called him and said that Arzu was in the intensive care unit of Shamkir Central Hospital.

Ms. Zamina also took herself to the hospital. There he learned that Arzu was brought to the hospital from the police department with severe convulsions, and even the medical staff gave him more than 1 liter of blood.

“It simply came to our notice then that Arzu was going to die. They even prepared a place for him to be released from the intensive care unit soon. A police officer named Etibar, who was in the hospital at the time, told my relatives that he would recover, the main thing was that you go and “see” the holiday, Arzu has shameful videos, then go and give him money and delete him. “

At around 11 pm, the police suddenly filled the corridor of the hospital and evacuated people from the hospital. Then several close relatives were invited inside. They said Arzu was dead, but to keep the hospital quiet, they removed people from the hospital and ordered the family to report the news at home. Those relatives (Zamina’s brother and Arzu’s cousins) left the hospital and said that Arzu’s condition had changed and he would be taken to Ganja:

“My brother told me to go home, quickly prepare clothes for Arzu, and they would take him to the hospital in Ganja. We came home and started preparing for Arzu. My brother came and said that Arzu had passed away and the police did not let him say that. “

Ms. Zamina was twice summoned to the investigation conducted by the Shamkir District Prosecutor’s Office and testified. According to him, the investigator showed him the carpet in one corner of his room and said that it was taken from the scene:

“The carpet was covered in blood, and Arzu’s car was a pool of blood. Arzu was put in his car and taken to the police station. They knocked on the building of the department, and some people saw it. They kept him there for a long time, saw that they could not cut his blood, and then took him to the hospital. During that time, Arzu lost a lot of blood. “

According to Ms. Zamina, although more than a month has passed, they have not been told the address of the incident:

“All we know is that the house is near the police station. We can’t find a specific house. That place is a nest for the police, a blackmail trap. A woman named Yegana, who was previously convicted, together with the police made a video of blackmailing many people in that house, demolished her house and blackened her life. Someone came to the law, and he is one of the wealthy, he said, some time ago I was blackmailed in the same way and took money. He even said that he was ready to go where he needed to go. But then he said that the district is a place, he did not want to be ashamed, so he did not help us. There were many such incidents in the district before my husband. ”

Ms. Zamina says that the woman deceived many people in the district in the name of employment, took their money, and then handed them over to the police, who did not complain about the threats and gave up their money.

On June 7, Prosecutor General Kamran Aliyev also received Zamina Ahmadova during a reception of citizens in Shamkir. He asked the Prosecutor General not to agree with the initiation of the criminal case under Article 125, to take the case from the Shamkir District Prosecutor’s Office to the Prosecutor General’s Office for Serious Crimes, and to prosecute the police.

Ms. Zamina also said that she was received by the police chief after her husband’s death, but the chief told her that there had been no blackmail. Ms. Zamina does not believe it, saying that after the blackmail plan failed because of Arzu’s death, and that the police situation would worsen if the image came to light:

“The police are directly responsible for my husband’s death. When he was taken to the hospital from the police station, he said in a voice message to his relatives that I had been cut. There is a policeman named Firuz, his right hand was amputated at that time, why? In general, the police are looking at another area, as if they passed by by chance at that time, saw an operation and helped the police. She called my husband 14 times that day, but he did not answer, and finally answered the last call and left. If there was a dispute between the woman and Arzu, why did the woman call the police named Firuz and Etibar and not 102? Because he is their man, because it was planned. My husband has many hematomas on his body and was beaten. We wanted to look at the cameras near the police station, and it turned out that all the cameras on the surrounding facilities were dismantled. I also wrote to the Minister of Internal Affairs after the incident. Ten days later, a representative of the ministry came and told me that the woman had beaten her husband and dragged him home, as if hematomas had arisen from him. However, it sounds ridiculous that a woman beats and drags my husband. ”

Meydan TV could not find out the attitude of the Shamkir District Police Department or the Shamkir District Prosecutor’s Office. Only the prosecutor’s office said that expert opinions were received and the investigation is underway. The Interior Ministry reported that on May 7, at about 5:50 p.m., a woman from Shamkir appealed to the District Police Department, claiming that she had been insulted and beaten by her acquaintance Arzu Jabbarov and asked for help. When police arrived at the scene, they saw that Arzu Jabbarov was arguing with the woman. They tried to calm down Arzu Jabbarov by holding preventive talks. However, Arzu Jabbarov broke the glass of the window in the door of the house and cut the elbow of his left arm. Police officers took him to Shamkir Central Hospital. Although Arzu Jabbarov underwent surgery, he died shortly after the operation.
