Political scientist, director of the East-West Research Center Erestun Orujlu shared his thoughts on the events with the Press Club:

After the signing of the Tripartite Declaration that ended the 44-day war, it became clear to many that the so-called Russian peacekeeping contingent would not fulfill its functions and obligations. According to the commitment of the peacekeepers, they had to disarm the Armenians in Karabakh, but they did not do it. Moreover, they arm, train and prepare Armenians. It is also clear who they are preparing against. That is, peacekeepers Azerbaijan in a part, they behave like the owner of this place. Now Baku the minimum program for them is to force them to return to their jurisdictions, and the maximum program is to achieve either their early removal from the territory of Azerbaijan or not extending the mandate to stay here for the next period. And it is clear that the Azerbaijani side is facing a dilemma – what to do? Some time ago, there were calls for a counter-terrorist operation in Azerbaijan. I also stated in the press that this is very undesirable. Because Russia is an addition to the region military simply waiting for some armed provocation to deploy the formations. Russia has serious geopolitical plans for our region. That is, only soft power can be used against them. These are the press, NGO, are cultural institutions. In our country, most of these institutions were simply destroyed. But some NGO-s and started an environmental campaign. That is, Azerbaijan is now implementing the policy of soft power pressure within its capabilities.

I think this step is more or less normal of all possible means today. But military provided that no diversion is allowed. And it doesn’t just depend on us. Russians can do it through Armenian separatists, they have enough opportunities. They can do it even by some of their people in Azerbaijan, that is, by us.

But ongoing action It’s still hard for me to appreciate everything about – I don’t know how systematic this is. When is it scheduled? Or is it a spontaneous, empty volley? It’s hard to say. But there is no doubt that it is pressure. And although there are some risks, in principle, it is necessary. But the measures should be comprehensive. Even now there are such attempts. A note was sent to Russia on behalf of the Ministry of Foreign Affairs of the Republic of Azerbaijan. Certain information he has a job, but unfortunately he does not go outside of Azerbaijan. We are doing very poorly here. Because, for example, no one in the West knows what is happening. And I have no doubt that very soon the Armenian side will be at least two steps ahead of us in this field. That is, all these works should be carried out in a comprehensive manner, and the information should be brought to the attention of all international organizations. It should be conveyed that we are dissatisfied with the behavior of the peacekeepers, reminding them that they have no mandate. Everything needs to be prepared on a larger scale, on an international level. I don’t know if the Azerbaijani leadership has such a desire. Is there a desire to face Russia at the international level? It is hard to believe. But it is important.

Therefore, I cannot say unequivocally that the current activity will have the desired effect. In addition, Putin already called Baku and maybe some agreement was reached. But any such agreement will be temporary, decorative, not significant – because the interests of the parties are completely opposite to each other. Unfortunately, this is how we have relations with Moscow today. Russia wants to enter the Middle East through our territory and prevent the implementation of the East-West Corridor. This is his strategic goal. And if we agree with the Kremlin on this, then Western countries, opponents of Russia will target us. This is quite clear.

It is not clear to me what the role of our partners is in what is happening today. For example, Turkey. Will there be support for us in case of any complications? Not only diplomatically, but also in the sense of a military conflict. All this is incomprehensible. We have to watch what happens next.
