The European Commissioner called on Azerbaijan to take important decisions concerning both human rights

The European Union’s Commissioner for Jobs and Social Rights, Nicolas Schmit, delivered a speech on Tuesday on behalf of High Representative Josep Borrell, addressing Azerbaijan’s human rights record and the peace process with Armenia ahead of the upcoming COP29 climate conference in Baku.

Speaking to the European Parliament, Schmit emphasized the importance of COP29, which is set to begin in three weeks. While the focus of the global climate community will be on advancing the climate agenda, the commissioner underlined that the event will also shine a spotlight on Azerbaijan, particularly its commitment to international human rights obligations.

Schmit highlighted concerns over the shrinking space for civil society, repression of independent media, and the increasing number of arbitrary arrests in Azerbaijan. He specifically referenced the cases of human rights defenders and political activists such as Gubad Ibadoghlu, Ilhamiz Guliyev, Bakhtiyar Hajiyev, Alasgar Mammadli, and Anar Mammadli. He also drew attention to the recent arrest of Bahruz Samadov, a scholar and peace activist studying in Prague.

“The government of Azerbaijan should release all those detained for exercising their fundamental rights,” Schmit said. He urged Azerbaijani authorities to ensure due process, proper healthcare, and dignified treatment for all detainees, calling for the immediate lifting of travel bans imposed on several individuals, including Dr. Ibadoghlu, who requires medical treatment abroad.

Schmit also addressed Azerbaijan’s relationship with the Council of Europe, urging the government to reconsider the travel ban imposed on 76 Parliamentary Assembly members for their votes within the institution. “Azerbaijan’s participation in the Council of Europe is in the fundamental interest of all Azerbaijanis and all of Europe,” he stressed.

Beyond human rights, Schmit noted that COP29 presents a historic opportunity for peace between Azerbaijan and Armenia, stating that both nations are closer than ever to resolving their decades-long conflict. He reiterated the EU’s support for the normalization process and its readiness to provide resources to sustain a lasting peace.

Schmit concluded by urging Azerbaijan to make critical decisions regarding both human rights and the peace process, while reaffirming the EU’s commitment to promoting stability in the region.
